This is Tiffany's Story

We need your help.

 

My sister-in-law, Tiffany Borre, was killed by a driver in March of 2021. The driver fled the scene, but the accident happened in a major area. CCTV footage was found to determine what vehicle, including the license plate, struck and killed Tiffany. The Cook County police impounded the vehicle and the owner of the vehicle had already lawyered up and was pleading the 5th. The Cook County police performed a seatbelt buckle swab of the same vehicle caught on video that struck Tiffany. The DNA matched the owner of the vehicle.

 

The suspected driver and owner of the vehicle was arrested.

When the police presented their case in November of 2021 for fleeing the scene of a fatal accident, the Cook County State's Attorney declined to press charges. This is an ongoing problem in Cook County, the State's Attorney declining to pick up charges in a felony case with DNA evidence.

​

From there, things became very unusual.  In December of 2021, we filed a FOIA with the Cook County Sheriff's Office requesting any and all evidence including body cameras, 911 calls, etc. relative to Tiffany Borre's case. That evidence was held on contingency of us signing a waiver of liability so that we could not hold the Cook County Sheriff's department liable for whatever we were to find in said evidence presented.  They said they had video evidence of her being struck at multiple angles, but refused to release it to us. We refused to sign the waiver.

At that point we reached out to some state representatives, hoping to get some assistance in this matter. Jim Durkin wrote a letter on behalf of our family to the Cook County Sheriff's Office asking what authority they had to ask us to sign a waiver of liability to receive information we had requested via FOIA. The department responded with a new waiver, with less liability language. We refused to sign that waiver as well. On 12/16/2021 the department released some evidence to us, but specifically said they would not release the video evidence without the waiver.

This was when we began our thorough search for an attorney and retained the Law Office of Stephanie L. White. Our attorney took over and was quickly contacted by the department's legal representative, who insisted all evidence be sent to her immediately. Our attorney sent a request for preservation of any and all evidence on 12/23/2021, and the department acknowledged they received it. Nevertheless, the Cook County Sheriff’s Department released the vehicle on December 29, 2021. On 12/28/2021 we finally received a portion of the evidence.

It was at this point we received our first set of evidence. It was then that we learned a Cook County Sheriff  was waiting in his vehicle while parked at a gas station less than 300 feet from where my sister in law landed after being struck by the hit an run vehicle. That cop called in the incident as a hit and run and gave a detailed description of the vehicle. However, nothing in the records we received shows a witness statement from the cop or any other witness that was present at the time of the accident A witness stood there while multiple officers arrived on scene, but was never interviewed by anyone from the evidence that has been presented to us. We also learned it took the responding officer over 3 minutes to touch Tiffany's body, with the first 20 seconds of the body cam footage completely covered. This same officer can be seen taking Tiffany's jacket off over her head and neck area like a hockey jersey, but then telling ambulance personnel minutes later that he didn't touch her because he didn't know the extent of her injuries.

On 1/26/2022, when they had already told us weeks before they had sent us everything, Stephanie received new files of evidence, one of which confirmed that the Cook County Sheriff's Department released the striking vehicle on 12/29/21, just 6 days after receiving our letter of preservation.

​

This new evidence also included an anonymous crime stoppers tip from 4/24/2021 that stated Tiffany Borre was hit by a vehicle and the driver was Charles Mitchell. He was at Q Bar and Grill drinking and playing pool. The tip also stated there was a witness with Charles at the time of the incident and he was speeding. This person knew the victim’s full name, the suspect’s full name, where he was coming from, and where the accident occurred.

We know the driver's family has big connections both in government and law enforcement and have become increasingly concerned that Tiffany's case was not given the attention she deserved. 

​

On 2/7/2022 we filed a lawsuit against Charles Mitchell and his wife Sheenzeria, the Cook County Sheriff's Office, and the detectives responsible for handling her case for wrongful death and spoliation of evidence. 

​

On 3/18/2022, the eve of Tiffany's passing, our attorney held a press conference demanding justice for Tiffany and our family.
